New Orleans is cheapest exactly when it is worst
The federal lodging per diem drops to $133 from June through August, against $179 in February through May. Short term rental data shows the same shape, with summer as the soft season.
Here is what you are buying with that discount. August runs highs of 90F at over 75 percent humidity, which produces a heat index above 100F, the band where heat exhaustion becomes likely with sustained time outdoors. It is also the wettest month of the year. September is worse: the statistical peak of Atlantic hurricane season, with the flight disruption and event cancellations that come with it even in a year with no landfall.
That is a real trade, not a trick. A June trip is defensible. September is not, at any price.
Mardi Gras is not a discount, it is a different trip
Hotel rates run two to three times normal and large groups need to book six or more months ahead. That is the steepest premium of any event in this guide.
Fat Tuesday 2027 is 9 February. If that is the trip you want, commit early and budget for it as its own category. If it is not, check the parade calendar before you pick a February weekend, because the premium starts well before Tuesday.

The transport line is genuinely zero
The French Quarter, the Marigny and Frenchmen Street run into each other. A group staying in the Quarter can do the entire weekend on foot and never book a vehicle. That $25 in the table is airport runs and nothing else.
